Book Description: Last December the Federal Government introduced a two-year freeze on the Commonwealth Grant Scheme. In effect, this represented a âre-cappingâ of the number of domestic undergraduate places with significant implications for university revenues across the country. Nous Principal Robert Griew has recently written on the funding of domestic undergraduate places in his paper âThree lessons from a decade of higher education policy stalemateâ. The paper lays out the policy history, including some key lessons for how the university sector shapes future higher education policy. There are significant implications from this policy stalemate on the international strategies of universities. The demand-driven system opened new markets for universities, widening access to university and with it the revenue associated with growth in teaching load. The Department of Education and Trainingâs own analysis on the impact on revenue from this policy change is forecast to be significant with some universities estimated to be worse off by up to 15 per cent or up to $150 million over four years. Importantly, the impact will not be evenly distributed. While Group of Eight (Go8) universities on average will be 3.5 per cent worse off, universities that make up the Regional Universities Network (RUN) will be 7 per cent worse off on average. The two-year freeze and the need for universities to continue to support research investment through student revenue will mean that international strategy and growth will become priorities for all universities. In Queensland the âhalf-yearâ cohort coming through the schooling system exacerbates the issue. Increasingly, universities will be looking to international enrolments to fill the gap in income. This paper explores the implications of this policy context, including whether sustainable growth in international enrolments can ameliorate financial headwinds in the domestic context.
