Book Description: CARlA BODO Board Member of the Cultural Information and Research Centres liaison in Europe (CIRCLE) and Director of the Observatory for the Performing Arts at the Department of the Performing Arts of the Italian Prime Minister's Office, Roma The relation between the public and the private sector in the field of culture, the central theme of this publication, was thoroughly debated during the 1997 CIRCLE Round Table in Amsterdam. It was not the first time CIRCLE addressed this issue. In 1988 CIRCLE'S Bureau was invited to participate in a seminar in Budapest on The State, the Market and Culture. I will never forget the emotional impact of Sacha Rubinstein's demonization of state sup port and his apotheosis of the role of the market in the cultural field in Russia. So, in ad vance of actual events, we suddenly had a premonition of what was going to happen, ofthe turmoil which was about to radically change the socio-political scene of Central and East ern Europe. Six years later, in 1994, we met again in Budapest for a Conference on The Distribu tion of Roles between Government and Arts Councils, Associations and Foundations.

Book Description: This work concludes that privatization promotes economic development and democracy in developing countries. Several governments have opted for privatization to maximize consumer choice, to promote competition, and to improve the quality and efficiency of goods and services. Many governments in Asia, Africa, and Latin America are cautiously turning state-owned enterprises over to the private sector because of the benefits coming with a free market economy and free enterprise spirit. The case of Zaire shows the failure of state-owned enterprises to meet national economic, social, and political goals. The case of the Cameroon shows privatization at work in a developing country.

Book Description: This comprehensive analysis of the British privatization program offers insights intorecent policies on privatization, competition, and regulation in a country that has by far thegreatest experience with this growing worldwide phenomenon. The process of selling assets andenterprises to the private sector raises theoretical questions about natural monopolies, theefficiency and equity of state owned versus privately-owned enterprises, and industrial policy.Privatization explores these questions both theoretically and empirically. After providingtheoretical perspectives on the economics of ownership, competition, and regulation, the authorsassess privatization policies in key industries: telecommunications, energy, transport, and water. They argue that the government's haste to transfer ownership reflects a misplaced priority, and thatthe main thrust of policy should be to improve industrial efficiency by stimulating competition and, providing effective regulation.John Vickers is Roy Harrod Fellow in the Economics of Business andPublic Policy at Nuffield College, Oxford. George Yarrow is a Fellow and Tutor in Economics atHertford College, Oxford, and Oxford University Lecturer in the Economics of the Firm.Privatization: An Economic Analysis is included in the series Regulation of Economic Activity, edited by Richard Schmalensee.
